Catastrophic Injuries Support (CIS) Scheme

Registered CIS Scheme provider in Mandurah, Rockingham to Bouvard, with behaviour support also by telehealth. First contact within 48 hours, support within seven days of an approved plan, and clinical sign-off on every care plan.

For Care Services Coordinators

If a CIS participant is going home to Mandurah or the coast between Rockingham and Bouvard, we can make first contact within 48 hours and start support within seven days of an approved plan. Every care plan is signed off by our Clinical Lead, a Registered Nurse who is also a Credentialed Mental Health Nurse and an NDIS behaviour support practitioner.

We are a registered CIS Scheme provider. We are strongest where a brain injury brings changes in behaviour, mood or mental health alongside physical care needs.

What the CIS Scheme is

The Catastrophic Injuries Support (CIS) Scheme is a no-fault scheme run by the Insurance Commission of Western Australia. It funds treatment, care and support for people catastrophically injured in a motor vehicle accident in WA on or after 1 July 2016, or a workplace accident in WA on or after 1 July 2024.

It covers five injury types:

  • Spinal cord injury
  • Traumatic brain injury
  • Multiple amputations
  • Severe burns
  • Permanent traumatic blindness

The Insurance Commission decides who is eligible and what is funded. If you are a participant or family member and unsure where you stand, your Care Services Coordinator is the best first contact — or call us and we will help you work out the next step.

Who we are and where we work

Clarity Care is a clinically led NDIS and DVA community nursing provider based in Mandurah. We were founded on one rule: we never act as both support coordinator and provider for the same person, so the people we support always have an independent voice.

In person: coastal suburbs within about 30 to 45 minutes’ drive of Mandurah, from Rockingham in the north to Bouvard in the south — including Rockingham, Port Kennedy, Secret Harbour, Golden Bay, Singleton, Karnup, Madora Bay, Lakelands, Meadow Springs, Mandurah, Halls Head, Erskine, Greenfields, Falcon, Wannanup, Dawesville and Bouvard. By telehealth: behaviour support can also be delivered by video, so a participant who lives outside our area can still work with our behaviour support practitioner. Where an assessment needs a visit in person, we will talk that through with you first.

We work with people of all ages. There is no upper or lower age limit on who we support.

For a participant returning home from Perth hospital or rehabilitation, we are local. Our staff live and work here, so visits are not lost to a long drive from the metro area.

What we deliver for CIS participants

We work alongside the participant, their family and the treating team. Each service starts only once it is approved in the participant’s plan.

Community nursing

Registered nurse visits for bowel and bladder routines, catheter care, skin checks and pressure injury prevention, wound care, and medication support.

Best fit: spinal cord injury, amputation, burns after discharge.

Behaviour and mental health support

Assessment of changed behaviour, mood or distress; a written behaviour support strategy; and training for family and support workers so everyone responds the same way. Available in person or by telehealth. More on behaviour support.

Best fit: traumatic brain injury, or anyone whose mental health has changed since the injury.

Attendant care

Support workers who work alongside the participant on personal care, daily routines and getting back into the community.

Best fit: any catastrophic injury, at the hours our team can reliably cover.

Community participation

Support to return to hobbies, shopping, appointments and social life, building confidence step by step.

Best fit: brain injury and blindness, where getting out safely is a goal.

Where we are strongest — and where we are not

Mental health and behaviour, read by one clinician. After a brain injury it is often hard to tell whether a change is behaviour, mood, medication or a new health problem. Our Clinical Lead assesses all of these, so you are not coordinating two practitioners who never speak.

What we do not provide. Tracheostomy care, PEG or complex enteral feeding, and high-acuity nursing that needs a registered nurse on site around the clock. We will tell you straight away if a referral is outside what we can do safely.

How we work with you

  • Response: first contact within 48 hours of your enquiry. Support starts within seven days of an approved plan.
  • Honest capacity: we confirm whether we can staff the hours before we accept. If we can’t cover them reliably, we say so on the first call.
  • Reports in your templates: we use the Insurance Commission’s Initial Assessment Report, Therapy Progress Report and Supplementary Goals Sheet. Goals are written in SMART format with outcome measures, and reports arrive on the agreed date without chasing.
  • Only what’s approved: we deliver and invoice only the services in the approved plan. Each invoice carries the participant’s or their representative’s sign-off, and timesheets are available on request.
  • Necessary and reasonable: our recommendations follow the Insurance Commission’s Necessary and Reasonable Guidelines. Where a need changes, we tell you with the reasons before anything changes on the ground.
  • Working as one team: we coordinate with the participant’s family, treating team, therapists and other providers so the care plan is followed the same way by everyone.
  • Serious incidents: reported to the Insurance Commission in writing within one business day.
  • Ending a service: at least 14 days’ notice to the Insurance Commission before any planned withdrawal.

Credentials and safeguards

Clinically led by an AHPRA-registered Registered Nurse, Credentialed Mental Health Nurse and NDIS behaviour support practitioner. Our Clinical Lead reviews and signs off every care plan, so support workers are never running a case without clinical oversight.

Our Clinical Lead is also designated an Authorised Mental Health Practitioner under the Mental Health Act 2014 (WA). We cite this as evidence of senior mental health assessment experience. The Clinical Lead does not exercise that statutory role for Clarity Care participants; any psychiatric referral goes through the treating team or an independent practitioner.

All staff hold current police clearances and NDIS Worker Screening Checks before their first shift. We follow the NDIS Practice Standards and Code of Conduct, and comply with the Privacy Act 1988 (Cth). Certificates of currency for our insurances are available on request.

Common questions

Who decides whether someone is eligible for the CIS Scheme?

The Insurance Commission of Western Australia. It covers spinal cord injury, traumatic brain injury, multiple amputations, severe burns and permanent traumatic blindness from a motor vehicle accident in WA on or after 1 July 2016, or a workplace accident in WA on or after 1 July 2024. We provide support once services are approved.

Who pays for support?

For approved services, we invoice the Insurance Commission directly. We deliver and invoice only what is in the participant’s approved plan.

Can behaviour support be delivered by telehealth?

Yes. Behaviour support is available by video for participants outside our in-person area. Nursing, attendant care and community participation are delivered in person, in coastal suburbs within about 30 to 45 minutes of Mandurah, from Rockingham to Bouvard.

Is there an age limit?

No. We support people of all ages, with no upper or lower age limit.

What if the participant needs more than you can provide?

We tell you on the first call. We do not provide tracheostomy care, PEG or complex enteral feeding, or 24-hour on-site registered nursing, and we confirm we can staff the hours before we accept a referral.
